Is giving false testimony to the congress, perjury?

If the Downing Street Memo is true then President Bush knowingly misled congress. A felony, I thought.Is giving false testimony to the congress, perjury?
Actually, it's a separate crime but equivalent. See 2 U.S.C. 搂 192.

Anytime you lie under oath, it's perjury. Clinton was impeached for it. Bush won't be though because the Republicans in Congress kiss his ';you know what.';
